A new class of Court Appointed Special Advocates (CASA) was sworn in by Clerk of the Court Sandra K. Dalton on Oct. 1 in a ceremony presided by Administrative Judge Julie Stevenson Solt and Magistrate Joanie Raymond. CASA volunteers speak for the best interest of children in foster care. CASA is a program of the Mental Health Association of Frederick County.
